Abstract:Population aging has become a global problem affecting economic development. Japan is one of the countries with the most serious aging population in the world. The increasingly serious aging problem has led to social and economic problems such as how to provide corresponding living care for the elderly and meet their daily needs. Especially the daily shopping of the elderly becomes increasingly difficult,which has put forward new requirements for the innovation and development of the retail industry. This study takes the shopping problem of the elderly in Japan as the research object,discusses the ways to deal with this problem from the three dimensions of the government,enterprises and non-profit organizations,and then constructs a three-way collaborative solution mechanism model of “government enterprise non-profit organizations”. Based on the experience of Japan,we should recognize the seriousness of the aging population in our country,predict and pay attention to the coming of “shopping refugees”:at the level of government macro-control,guide the development of the elderly consumer market,improve the business layout;at the level of enterprise micro management,build the business strategy to meet the market demand of the elderly,innovate the business mode,and develop the new business form;and then build the “shopping refugees” problem response system,which is led by the market,guided by the government and led by enterprises.
