日本政府在农村社会养老制度建设中的作用、效果及启示

Abstract:In the 1960s，Japan formed a widely-covered rural social pension security system. The Japanese government has played a better role in planning guidance，organization coordination，and service supervision. Summarizing the role and lessons of the government’s in Japan’s rural pension security system in the past 60 years can provide an international reference for improving the socialist rural pension security system with Chinese characteristics，accelerating the pace of agricultural and rural modernization and promoting high-quality urbanization of farmers. Through literature research，we found that in the construction of a multi-level and three-dimensional rural social pension system led by the government，the Japanese government has changed from a major fund provider to a service provider. The government needs to correctly judge the future economic situation and steadily adjust the level of rural social pension. Such lessons are worth learning from the Chinese government.
