吉林省参与“一带一路”建设的规划与实施

Abstract:The “Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road” defines Jilin participating in the construction of the Belt and Road as “a key window opening to the north”. For the purpose of better participating in the construction of the Belt and Road，Jilin Province has formulated detailed supporting policies，set up a provincial leading group to promote the construction of the “Belt and Road”，and planned and implemented the industrial spatial layout of “one master and six pairs”. Jilin Province’s participation in the construction of the “Belt and Road” has achieved positive results：economic development has progressed steadily；the construction of external channels has achieved remarkable results；all kinds of development and opening platforms built have performed leading and demonstrative functions；“bringing in” and “going out” are developed harmoniously. Of course，there are also some problems in the process of promotion：Jilin Province’s ability to attract investment is not strong；the trade flows are still limited；the software and hardware of the ports still need to be improved；and the setting of ecological zones limits the economic development of port zones. In the new historical period，Jilin Province faces new opportunities for its deep integration into the construction of the “Belt and Road”：the state attaches great importance to regional cooperation in Northeast Asia，which helps the opening of Jilin Province to Northeast Asian countries for cooperation；the good relation between Jilin Province and Northeast Asian countries lays the foundation for cooperation；the relaxation of tensions on the Korean Peninsula will help Jilin Province to give full play to its special regional advantages. At the same time，Jilin Province also faces challenges from trade protectionism，slowing economic growth，declining development momentum and insufficient innovation ability. Therefore，we shall rethink the strategic orientation of Jilin Province and put forward new countermeasures and suggestions.
