山东省渔业发展转型升级探讨

Abstract:Shandong's fisheries are facing prominent contradictions and problems such as unbalanced product structure，irrational allocation of production factors，lower economic growth rate and great pressure on environmental resources. Therefore，actively promoting transformation and upgrading is an objective requirement for further development in this field. This paper summarizes historical changes in Shandong fishery development，and points out several key problems hidden behind achievements after comparing the current situations between in Shandong and in other Chinese coastal provinces. With the elaboration on connotation，targets and challenges in the new era，it finally puts forward three administrative suggestions on how to accelerate the transformation and upgrading of Shandong fishery development，including：ⅰ） to unify knowing and understanding on fishery transformation and upgrading；ⅱ） to learn from experience and improve fishery management mechanism；ⅲ） to encourage innovation so that the reform results can spread to all aspects of fishery development.
