英国的北极政策演变与中国因应

Abstract:Since the 15th century，the British Arctic participation activities include military，scientific，commercial，and international cooperation. In order to guide the country’s Arctic affairs better，Britain issued its first Arctic policy framework in October 2013 and then updated it in April 2018. The British Arctic policy has shown some conservativeness in the course of evolution. While maintaining the priority of science and cooperation，it has increasingly attached importance to the interests of national defense and security. The changing Arctic eco-environment and geopolitics，the impact of the Brexit event，and the increasing globalization of Arctic affairs directly promoted the evolution of the British Arctic policy，while seeking and safeguarding its national interests resolutely are the fundamental objectives of the formulation and implementation of British Arctic policy. Both China and the UK are non-Arctic countries in the Arctic Council，and the evolution of the British Arctic policy deserves China’s continued attention and consideration. To seek for and protect our Arctic interests，we need to give full play to our subjective initiative，continue to participate in various Arctic affairs deeply，and strive to improve our country’s substantial presence in the Arctic.
