2018年北极地区的新发展

Abstract:2018 has been a year of great changes in the Arctic region. The practical needs and potential risks of the development and utilization of shipping routes in the Arctic waters have pushed shipping rules into a shaping period. A series of rules on ships，crews and oil pollution control under the Polar Code have gradually come into being and the navigation system in the Bering Strait，which guards the key passage to the Arctic，has also been further developed. The Agreement on Enhancing International Arctic Scientific Cooperation aims to improve the capacity to understand the Arctic by removing barriers to cooperation and promoting research in related fields such as the oceans，land and atmosphere in the pan-arctic region. Balancing immediate and long-term interests is an important consideration for fisheries，oil and gas resource development and regional spatial planning in the Arctic high seas. This is also a key consideration in the domestic legislation and policy formulation of many concerned countries. China has made public its basic identity，position and path of participating in Arctic affairs and governance. As an active participant，builder and contributor of Arctic affairs，China will uphold the basic principles of “respect，cooperation，mutual benefit and sustainability” and take an active part in building a community of shared future for mankind in the Arctic.
