文章摘要:本报告对2017年全球主要海运港口和空运港口的运行情况进行梳理,并重点对自由贸易港所在城市的海港和空港的表现进行分析。自由贸易港是开放程度最高的特殊经济区,不同国家设立自由贸易港的初衷并不一样,不同自由贸易港的功能和产业发展定位也呈现较大的差异。目前,从自由贸易港承担的功能角度看,全球范围内的典型自由贸易港大致可以划分为四种类型,即综合型自由贸易港、港口服务经济型自由贸易港、国际中转型自由贸易港和特定产业型自由贸易港。全球不同类型自由贸易港的功能和发展定位的差异,最终导致其监管制度的差异。新加坡和香港都属于综合型自由贸易港,但由于新加坡仍然拥有高端制造业,有相当部分货物需要进出国内市场,所以在自由港监管制度的复杂性上要高于香港。迪拜自由区的制度设计主要基于产业(大多围绕特定产业)发展而设立,因而这些自由区除了享有共同性的税收优惠等制度外,不同自由区在制度的产业导向上也各有不同。本报告重点对新加坡、香港、迪拜等全球著名自由贸易港的监管制度进行重点分析,以期为中国特色的自由贸易港建设提供经验借鉴。

Abstract:This report summarizes the operation of the world’s major free trade ports and airports in 2017,and it focuses on analyzing their performance. Free trade ports are special economic zones with a high degree of openness. The purposes for different countries to set up free trade ports differ greatly,so free trade ports do not have the same histories,functions or development orientations. At present,according to the functions of free trade ports,typical free trade ports in the world can be roughly divided into four types,including comprehensive free trade ports,free trade ports with port-based economies,international transit free trade ports and specific industrial free trade ports. Different functions and development orientations of various free trade ports around the world ultimately lead to differences in their regulatory systems. Both Singapore and Hong Kong are comprehensive free trade ports. However,since Singapore has high-end manufacturing industry,a considerable portion of its goods need to enter and exit the domestic market. Therefore,the complexity of its free port regulatory system is higher than that of Hong Kong. The system design of the Dubai Free Zone is mainly based on its industry development (and it mostly centers on specific industries). Therefore,in addition to common tax incentives,these free trade zones have different industrial orientations. This report focuses on analyzing regulatory systems in world-famous free trade ports such as Singapore,Hong Kong and Dubai,with a view to providing experience for the construction of free trade ports with Chinese characteristics.
