Abstract:Since the Shanghai Pilot Free Trade Zone was established as the first pilot project，there are now 11 pilot free trade zones in China，and a network construction system for pilot free trade zones has been initially formed. These free trade zones have achieved significant results in fields of foreign investment regulatory reform，financial system innovation，trade in goods regulatory reform and trade facilitation，governmental reform and business environment improvement，and they have launched a series of innovative measures that can be replicated and promoted in other regions of China. The experience of exploring these pilot free trade zones has significant implications as a reference for the construction of the Hainan Pilot Free Trade Zone. However，from the perspective of conforming to international high-level free trade agreements，modernizing capacity of public governance and realizing the rule of law，there are still big gaps in the construction of China’s free trade pilot zones. Insufficient openness，lack of systematic integration and insufficient reform motivation make these zones lag behind pilot free trade zones of the highest international standards. In order to quantitatively evaluate the economic effects of the construction of the Pilot Free Trade Zone，this report employs the synthetic control method and the counter-factual method to analyze the policy effects of domestic pilot free trade zones. The conclusions show that the construction of pilot free trade zones has produced significant economic spillover effects. By comparing the economic effects displayed by four pilot free trade zones of the first batch and the second batch，it can be shown that pilot free trade zones have had positive effects on the sales revenue of industrial products and profits rates in Guangdong，but they have not had significant effects on foreign trade and opening-up；the situation in Tianjin is opposite to that of Guangdong；meanwhile，the establishment of a pilot free trade zone has had a slightly positive effect on Fujian’s economic growth and its import-export volume. From the perspective of regional radial effects，the radial economic effects of the Shanghai Pilot Free Trade Zone on the Yangtze River Delta region have been significantly greater than the regional radial effects of the Tianjin Pilot Free Trade Zone on BeiJing-Tianjin-Hebei Region.
