Abstract:When the most places of China is comprehensively advancing its national standard “international trade single window”，Hainan has joined the country’s development positioning on the Hainan Pilot Free Trade Zone to preliminarily explore the characteristic uses of a single window at the local level. Hainan’s construction of an international trade single window has undergone three phases of development，namely the launch of an electronic port （2006-2014），the comprehensive promotion of the “three ones” for customs-inspection & quarantine agency cooperation （2014-2017），and the official launch of the International Trade Single Window （from September，2018 to the present）. After practical exploration，a functional framework combining national standard applications （at the national level） and Hainan characteristic applications （at the local level） has been formulated in Hainan’s International Trade Single Window. This report also introduces the successful construction of an international trade single window with global standards in both a major power （the U.S.） and a small country （Singapore）. The U.S. experience is that through institutionalized trade process reconstruction and the implementation of inter-agency cooperation along its border，it has laid a foundation for creating an international trade single window in the U.S. and has formed a regulatory layer and a functional layer during its construction，among which the former was responsible for trade facilitation under regulatory and trade security while the latter guaranteed trade compliance and efficiency with the help of third-party service providers. Singapore’s experience lies in three aspects. First，it provides guarantee for regulatory security of its international trade single window through scientific mechanism design of the trade supervision system；second，it provides a diverse and comprehensive functional service based on ICT technology and needs of enterprises；and third，through the formulation and improvement of legislation，it escorts the functional innovation for the international trade single window.
