海南国际旅游消费中心建设报告

Abstract:Based on reviewing the construction history of the Hainan International Tourist Consumption Center，this report focuses on the implementation plan issued by the National Development and Reform Commission to build the International Tourist Consumption Center in 2018，and the fifth offshore duty-free shopping policy issued by the Ministry of Finance，the General Administration of Customs and the State Taxation Administration，in order to study the role of these policies on the Hainan International Tourist Consumption Center. According to the new characteristics and trends of the global tourism economy，the current state of construction of the Hainan International Tourist Consumption Center is summarized along with the idea of developing an international tourist consumption center in the near future.First，Hainan should speed up the implementation of the Notice on Further Adjusting an Offshore Duty-Free Shopping Policy of Hainan，which was issued by the Ministry of Finance，the General Administration of Customs and the State Taxation Administration. By innovating new shopping methods and establishing a duty-free shop that combines online and offline channels in order to adapt to the shopping habits of the digital economy era，we can establish a controllable online duty-free platform so as to reduce the costs of international goods. Therefore，the people of Hainan，as well as tourists at home and abroad can obtain real benefits. Secondly，it is necessary to evaluate the existing duty-free shopping policies with a focus on a comparative analysis of shopping costs in Japan and Hong Kong，China. It is of particular importance to conduct a feasibility analysis on expanding varieties of commodities based on the demands of the island market and domestic and foreign tourists. Finally，it is necessary to invite quality enterprises at home and abroad to participate in offshore duty-free shopping so that the market can fully play its role.Hainan is fully implementing the Nine Policies on Supporting the Bo’ao Lecheng International Medical and Tourism Pioneer Zone issued by the State Council and is evaluating the relevant policies about the Nine Policies on Supporting the Bo’ao Lecheng International Medical and Tourism Pioneer Zone，especially the role of national institutional innovation and its economic and social benefits in Hainan. By combining the new generation of trade rules regarding pharmaceuticals，medical devices，and the needs of the domestic medical market，we can further expand the supply for the domestic market and promote the implement of the Nine Policies on Supporting the Bo’ao Lecheng International Medical and Tourism Pioneer Zone. Meanwhile，related regulatory measures and import policies on how to expand the domestic pharmaceuticals and medical devices market can be proposed.
