Abstract:By reviewing 30 years’ experience of the establishment of the Hainan Special Economic Zone，this report analyzes the Central Government’s positioning for the Hainan Pilot Free Trade Zone. With the strategic positioning of the Comprehensive Deepening of Reform and Opening-Up Test Zone，the National Ecological Civilization Pilot Zone，the International Tourist Consumption Center and the National Major Strategic Services Guarantee Zone，it focuses on the 52 specific measures in 6 fields to accelerate the construction of the new open economy system in 2018，40 specific measures in 4 fields to accelerate the innovation and development of the service industry，33 specific measures in 6 fields to accelerate government transformation，18 specific measures in 4 fields to strengthen major risk control systems and mechanisms，as well as accomplishments achieved during business environment improvement and high-quality economic construction in Hainan. In view of Hainan’s insufficient industry development，low degrees of openness to the outside world and difficulties encountered by the government system and governance capacities in adapting to open economy，a reform package for further improvement of the Hainan Pilot Free Trade Zone has been put forward. With the mission to promote economic globalization，a quality industrial system should be established to promote institutional innovation in the Pilot Free Trade Zone so that the Hainan Pilot Free Trade Zone can be built into the most open free trade pilot zone in China，providing a solid foundation for Hainan to build a free trade port during its next phase. The construction of a free trade port in Hainan should not only conform to general characteristics and laws，but also reflect Chinese characteristics according to the current conditions and the actual situation in Hainan. Infrastructure，major system construction and the supporting institutional systems of the Hainan Pilot Free Trade Zone and the Hainan Free Trade Port should be established simultaneously. The construction of the Hainan Pilot Free Trade Zone requires researches on the basic framework of the Hainan Free Trade Port and the promotion of Hainan Free Trade Port legislation.
