文章摘要：与2017年相比，2018年中国互联网治理发展呈现出一定的承接性。信息内容、版权与共享经济等方面问题不断出现，相关政策与管理条例也在不断完善。“碎片化”的治理方式较好地适应了当前中国互联网高速发展、包罗万象的特点。值得关注的是，2018年网络谣言与社会心态方面相关的热点话题增幅相对较为明显，而移动客户端也超越微博成为互联网治理发展话题的重要传播途径。未来，网络安全、信息服务与新业态仍将是问题出现与政策聚焦的交叉地带。
