文章摘要:本文回顾了新中国成立以来中国国际传播政策和体制的变迁,分析了不同历史阶段中国国际传播的内外环境,以及政策和体制的特征、意义和有效性。聚焦于政策和体制的延续性和断裂性,本文总结了以内外有别、外外有别、精准传播等为代表的中国国际传播的成功经验,以及脸谱化说教、简单输出和缺乏调查研究的历史教训。最后,本文针对十八大以来中国国际传播所展现出的新景象,从大国传播、融合传播和精准传播三个角度勾勒了新时代的政策导向和体制优势。

Abstract:This paper reviews the changes in China’s policies and institutions for international communications since the founding of New China in 1949. It analyzes the internal and external environments,policies and institutional features,significance and effectiveness in China’s international communications during different historical periods. The paper focuses on both the continuity and disruption in policies and institutions. The paper summarizes the successful experience in the practice of differentiating communications internally and externally and differentiating communications in different countries and precision communications and the historical lessons in such practices as preaching in a stereotyped manner,putting out in a simplistic way and lacking investigation. The paper winds up with an outline of proposed policy orientation and institutional advantages in the new era from the three angles of big power communications,fusion communications and precision communications against the background of the new atmosphere in international communications that has emerged since the 18th CPC National Congress.
