Abstract:In 2016-2017 China and Russia continued to strengthen their strategic cooperative partnership，while China and the United States maintained their normal relations of competition and cooperation. It was difficult to make improvements in US-Russian relations because of conflicts of interest and conflicts in the international structure. The ongoing power shift led to a transformation in the distribution of power，which transformed the strategic intentions of the major powers. With the shift in strategic intentions，bilateral relations among the major powers underwent a major change. The quantitative change in the distribution of international power led to a qualitative change in international relations，resulting in the emergence of new international political and economic orders.
