Abstract:The Mass Organizations is responsible for all kinds of social services including the structure and implement of government policies in Macao S.A.R. It is lack of comprehensive constraint mechanism for supervising the mass organizations，which prevent the faults from existing in the operation of mass organizations. How to obtain appropriate and effective supervision is the key to the good operation of mass organizations in Macao S.A.R.，to ensure the qualities of maintaining social public welfare and realizing the collective rationality. not lost due to lack of necessary constraints.
