俄罗斯文化政策进程及2020年国家项目“文化”的实施情况

Abstract:After the disintegration of the Soviet Union，Russia’s cultural policy has experienced three stages. At present，Russia has formed a relatively complete cultural policy system. Legal documents such as the “Outline of the National Cultural Policy” and the “Strategy of the National Cultural Policy until 2030” elevate culture to a priority of national development form the conceptual and legal level，and recognize it as the most important factor to ensure the unified cultural space of Russia and integrity of its territory，thereby letting the culture policy acquire strategic significance. The national project “Culture” is a specific program to implement the cultural policy in Russia，which defines the specific programs to carry out the cultural policy and the related funding. Affected by the epidemic in 2020，the implementation of the national project “culture” was hindered to some extent，but with the efforts of the Russian Ministry of Culture and other departments，the sub-projects of the national project “Culture” did not stop and some projects are even overcompleted.
