2018年中国促进国际法治：回顾与展望

Abstract:The year of 2018 witnessed upheavals and changes in the international landscape. The current international legal system is being marginalized；the institutional competition in new frontiers intensified，the forums pursuing for legal interest diversified；and the powers of international institutions increasingly expanded. However，the multilateral systems of international law still play an important role in global issues. As a responsible developing country，China always commits to uphold multilateralism and a principled approach to justice and interests，to pursue peaceful development and cooperation for the benefit of all，and to work actively for the rule of law in international governance. Specifically，first，China explores and enriches the concept of “a community of shared future for mankind”，and clarifies the Chinese perspectives on the principles of international law. Second，China standardizes and systematizes domestic foreign-related legislation，and improves the credibility of China’s foreign-related justice. Third，China fully realizes the potentials of host diplomatic activities and head-of-state diplomatic activities，and improve its leading role in the international standard-setting. Fourth，China promotes international governance，and develops international rule of law in a more equitable and reasonable way. And fifth，China sets up the discourse of international law in accordance with its national strategic interests. Looking forward to 2019，China will promote rule of international law further by practicing and institutionalizing the concept of “a community of shared future for mankind”，by exploring ways of reforming existing international legal orders，by pursuing a positive interaction between international law and domestic law，by cultivating an improved international and domestic environment for the Belt and Road Initiative construction，and by innovating the theories of international law.
