法国难民融入政策改革分析（2018）

Abstract:In February 2018，the French government announced a new migration law，officially starting a complete and comprehensive reform of asylum and immigration law. As for the reception and resettlement of refugees，the law set up the line of combining control and integration. This article carries out an in-depth analysis of the integration policy by observing the whole process of this legal mortification on a vertical plane. The process includes the principle of insertion formulated in “The project of the fundamental law”，the conception presented in “The 72 propositions” addressed by Aurien Taché，the decrees and the concrete measures written in “The global action plan” of Matignon，the long-term institutionalization of the integration policy realized in “The Republican integration contract”. On this basis，this report discusses the key to the success or failure of the new immigration law，sums up the experience of gain and loss，and tries to clarify the orientation of the French asylum law from the global perspective of this reform.
