Abstract:In practice，the concept of “America First” is a mixture product of populism，racism and hegemonism. The reason why “America First” become a guiding concept for domestic and foreign policy of the Trump administration is closely related to the declining of the US power and the rising anxiety among the American elites and the general public. With idiosyncratic personality，Trump makes foreign policy decisions based on his own intuition. And the extreme hardliners are gradually gathering around him and playing an important role in American foreign policy decision-making. The Trump Administration has taken the concept of “America First” to the extreme and adopted a set of national security policies with strong unilateralism，which has posed a major impact on the international strategic structure. “America First” will reshape the international economic order and affect relations between the major economies. It is still very difficult to make a final judgement on the international impact of “America First” policy at this moment since a lot of factors should be taken into account. However，President Trump may have inadvertently ended an era.
