Abstract:With the status of the cyber-security promoted to the level of national security，it is increasingly obvious that cyber attacks is being manipulated more than ever by state force. As an integral part of U.S. national security strategy，cyber-security strategy has been going through vital changes with the adjustment of the U.S. strategy toward China. Cyber-attack is being taken more on strategic attack than defense with mode changed from “hard” to “soft”. Meanwhile，the strategic value of social network is attached more and more importance. In terms of working organization，the joint operation capability is underscored considering efficiency.
