2018年城乡社会救助发展状况分析报告

Abstract:This paper has analyzed the social assistance system and its implementation since 2006. Under the background of the campaign against poverty，the standard of minimum living security allowance keeps rising，while the number of social allowance recipients keeps decreasing. Meanwhile，the number of peasants under extreme poverty demonstrates a trend of decrease，while the number of urban residents under extreme poverty demonstrates a trend of increase. Furthermore，the number of temporary social allowance recipients and medical assistance recipients keeps rising. From this tendency，it is clear that the number of periodic social allowance recipients is decreasing and the number of temporary emergency allowance recipients keeps rising. At the same time，this report analyzes the important issues and tendency regarding current urban and rural social allowance system，such as the standard of social allowance，the coverage of social allowance and poverty rate，etc. Based on the analysis，this paper proposes that the urban and rural allowance recipients will decrease in the future. And it is important to establish a categorization system to improve the social security system and the standard，which is essential to provide a solid foundation for policy-making.
