Abstract:The high-profile international refugee incident in 2014 and 2015 has deteriorated into a full-blown international refugee crisis，which is snowballing into a more complex and uncontrollable problem. The sharp increase in the number of refugees and the frequent cross-border movement of refugees，especially from the developing countries in West Asia and Africa to the developed countries in the West，Europe in particular，lead to an instance of “butterfly effect” with far-reaching implications for security，politics and diplomacy. As for the cause of the refugee problems，on the surface，long-lasting regional conflicts，better environment in the neighboring countries，and growing refugee trafficking business chains，all should be blamed. But a second thought will find that this unpleasant situation is not brewed in a day. For dozens of years，even hundreds of years，Western countries have been meddling and interfering in the crisis region and they are the real culprit，who lifts a rock only to drop it on his own feet. However，the refugee crisis is unlikely to be resolved in the short term due to the fact that the West is unwilling to mend，regional countries have divergent priorities，and international organizations lack the capacity to intervene. The number of refugees is bound to rise，including more second-time refugees and atypical refugees. Nonetheless，with better refugee governance mechanism，this issue will not remain a fatal disease of the human society.
