亚洲开发银行“中亚区域经济合作机制”（CAREC）框架内的环保合作

Abstract:In order to strengthen the regional cooperation between the newly independent central Asian countries, the ADB called the leading officials of relevant government departments in Central Asia and its surrounding areas to discuss on regional cooperation and development, on this basis, they gradually formed the CAREC. The development of CAREC can be divided into three stages: Between 1996 and 2001, the stage of cooperation initiative and foundation is proposed, 2002 to 2005 is the stage of the establishment of trust and consensus, 2006 so far belongs to the stage of strategic planning and implementation. The cooperative principle and method of CAREC are: result oriented, planning and then implementing, priority sector projects and general sector projects in "double track". This article firstly introduces the general situation of the cooperation mechanism of CIS, including the two aspects of organization structure and cooperation aspects; then introduces the overview of environmental cooperation in the CIS, including environmental protection cooperation agreement has been signed and the key areas of cooperation. Among them, the key areas of environmental protection includes three parts：advocating the idea of sustainable development, strengthening the system construction of knowledge management and information sharing, strengthening the cooperation of international environmental resource management. As of the beginning of 2015, there were 5 major cooperation agreements signed and 4 items being executed.
