Abstract:Australia is one of the most influential countries in the Asia-Pacific region. It is also the earliest one of the countries involved in foreign aid. Since the Colombo Plan at the early postwar period, it has participated in foreign aid for 60 years. In the past 60 years, Australia's foreign aid policy was influenced not only by internal politics, foreign affairs, security and economic factors, but also by changes of situation and the focus of international foreign aid. The goals of Australian foreign aids, the scope of the recipient countries, assumptions and philosophy of aid and agencies have undergone significant changes. The assistance goals have been hovering between the altruistic and the selfish. The scope of the recipient counties is more and more concentrated in Southwest Pacific and Southeast Asia. The key aided sectors gradually shift from the economic to political and social fields.In order to explain changes in depth of Australian aid strategy, I choose Papua New Guinea as a case in this paper.
