中国—东盟海洋合作指数的构建及其启示——以2015～2019年为例

Abstract:China and nine ASEAN countries are both maritime countries（except Laos），and their maritime cooperation has developed rapidly in recent years. This report starts with the main areas of marine cooperation between China and ASEAN，and constructs an indicator system of marine cooperation with 21 indicators in three levels in four dimensions：system construction，trade exchange，win-win investment and people-to-people exchange，aiming at comprehensively and systematically investigating the remarkable characteristics and development laws of marine cooperation between China and ASEAN countries. The results show that the marine cooperation between China and ASEAN countries is generally on the rise，but there are obvious differences in the degree and emphasis of cooperation. In the field of cooperation，both sides have established a relatively complete institutional environment and humanities exchange mechanism，but the potential of cooperation between marine trade and sea-related investment still needs to be tapped；At the industrial level，the cooperation between the two sides in marine fisheries and coastal tourism is relatively close，but the cooperation in oil and gas development and ship building needs to be strengthened. Facing the future，China and ASEAN have broad prospects for marine cooperation. The two sides should further promote the strategic docking of marine development among countries，build a regional marine industrial chain and establish a coastal strategic fulcrum.
