2022年中韩自贸区建设进展

Abstract:2022 marks the 30th anniversary of the establishment of diplomatic relations between China and South Korea and the 7th anniversary of the entry into force of the China-South Korea Free Trade Agreement. At the same time，the second phase of negotiations on the China-South Korea Free Trade Agreement is maintaining a good momentum. This report reviews the history of economic and trade relations since the establishment of diplomatic relations between China and South Korea，summarizes the process from the very beginning to its final conclusion of the China-South Korea Free Trade Agreement，and traces the new progress in the construction of China-South Korea Free Trade Area in the year of 2022. At the end of the report，it’s pointed out that China-South Korea FTA is one with the characteristics of “general balance of interests，comprehensiveness and high level”. After a transition period of up to 20 years，more than 90% of products with tax items will achieve zero tariffs. So many industries in China，especially mechanical and electrical products，metal products and agricultural products，are expected to benefit from it；Most of South Korea’s industries will also benefit from it. However，under the current situation of Sino-U.S. relations，South Korea，as an ally of the United States，is facing great pressure of making difficult strategic choice. In addition，after the “THAAD” incident in 2017，the ROK has been seeking the diversification of trading partners to reduce its excessive reliance on China. These changes may affect South Korea’s considerations and arrangements of its economic and trade cooperation with China，and influence its position，willingness and conditions in the second stage of China-South Korea FTA negotiations，which deserve our close attention.
