中国碳排放权交易试点建设回顾与评价（2023~2024）

Abstract:Peaking and neutralizing the greenhouse gas emission is a widespread and profound systemic revolution of China’s society and economy. In 2011，7 provincial emissions trading system （ETS） launched，under the permission of China’s National Development and Reform Commission （NDRC）. This report summarizes the progress in policy design，technical standard and market volume for 7 provincial ETS，during the past decade. Furthermore，the efficiency of these 7 provincial ETS are tested by the method for allowance allocation，the performance of allowance repayment and the turnover rate. In accordance to the summary and test，this report concludes the implications during the past decade，which potentially contributes to China’s national ETS. Thus，some discussions regarding the development direction of the 7 provincial ETS are proposed.
