Abstract:As a new international cooperation model of “North South South”,third-party market cooperation has become an important part of the joint construction of high-quality and high-level development of “the Belt and Road”. In order to build a bridgehead for service and co construction of “the Belt and Road”,Shanghai has actively promoted third-party market cooperation in recent years. On the basis of systematically reviewing the relevant policies and progress of third-party market cooperation between China and Shanghai,this article calculates the potential index for Shanghai to carry out third-party market cooperation based on the display comparative advantages and industrial complementarity between Shanghai and cooperating countries,as well as the display comparative disadvantages of third-party markets. The analysis results indicate that at the industry level,Shanghai has the potential for cooperation in low-tech manufacturing industries such as textiles and clothing,footwear,as well as medium and high-tech manufacturing industries such as mechanical and electronic equipment and transportation equipment;Among the 14 countries that have signed contracts with China for third-party market cooperation,Shanghai has the greatest potential for cooperation with France,Italy,Portugal,Spain,and Japan;Among the 65 countries along “the Belt and Road” as a third-party market,Shanghai has the greatest potential for cooperation with Cambodia,Kyrgyzstan,Albania,Sri Lanka and Vietnam. After considering China’s political relations with other countries,the potential for Shanghai to engage in third-party market cooperation with Japan and the United Kingdom has declined,while the potential for cooperation with other signatory countries remains largely unchanged.
