Abstract:The world’s deepening exploration and utilization of marine resources have been accompanied by a frequent occurrence of global marine issues，which urgently require collaborative solutions from countries worldwide to promote the construction and improvement of the global marine governance system. By sorting out the status quo of global marine governance，this report finds that global marine governance is characterized by the diversification of governance subjects，the complexity of institutional systems，and the increased attention to issues. The actors of global ocean governance have widely included various categories of subjects such as sovereign states，intergovernmental organizations，non-governmental organizations，corporates，and individuals by 2022. The intergovernmental conference on the “Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction”（BBNJ）held in 2022 marked a milestone in the global marine governance system. In 2022，China actively participated in global marine governance，strengthened cooperation with countries worldwide，and promoted the construction of a community with a shared future for the oceans. Efforts were made from four aspects：shaping value consensus，constructing a multi-layered governance entity structure，bridging fragmented governance structures，and promoting coordinated development and governance relationships，all aimed at jointly safeguarding the marine order.
