Abstract:The economy of Saudi Arabia is highly dependent on oil resources. Crude oil is the most important export goods of Saudi Arabia，and the oil sector is also the main source of fiscal revenue of Saudi Arabia. Faced with the fragility of the geographical environment，the specific needs of the development of the power sector and the external pressure of the global energy transition，Saudi Arabia，as the leading oil producer，has actively participated in the global climate governance actions，and proposed the goal of “carbon neutrality” by 2060. In general，Saudi’s realization of the emission reduction target mainly depends on three technical paths：carbon capture，utilization and recovery，energy supply diversification，energy conservation and energy efficiency improvement. Among the three technical paths，the application of carbon capture，utilization and recovery technology and the development and utilization of natural gas have the clearest prospects. However，the achievements of “green” energy development，energy conservation and energy efficiency improvement targets will be greatly affected by the fluctuations in international oil prices.
