Abstract:As the technological innovation and application of AI accelerates，the digital age is entering a new stage of intelligence，and hence reshaping the geopolitics of major countries in cyberspace. Faced with the AI-related geopolitical risks，the severe bloc confrontation pushed by certain countries，and the rising power of the tech giants，the international community has been exploring and promoting national and global AI governance. Looking into the future，the big power technological competition will be lasting for quite a long time，and it demands an integrated whole-of-government，whole-of-society approach to deal with. In particular，balancing development and security interests in foreign affairs will be of strategic importance for all countries.
