Abstract:The COVID-19 not only severely impacted ROK’s imports and exports, employment, investment and economic growth, but also damaged and weakened the global supply chain and industrial chain, exposing the vulnerability of the global supply chain. As a result, the government of ROK has actively taken a series of policies and measures to provide economic assistance to businesses and nationals while seeking “opportunities” for economic transformation amidst the “crisis” of the epidemic, and has formulated and implemented ROK’s version of the New Deal Comprehensive Plan, which focuses on digital, green, human capital, and balanced regional development. In the post-epidemic era,ROK will vigorously support the domestic transfer of overseas industrial layout from the perspective of industrial chain security, adapt to the international trend of “self-dominated supply chain reconstruction”,improve the domestic supply chain and value chain, and strive to build a domestic industrial ecosystem that is “not shaken by external shocks”;implement the “K-semiconductor” strategy and strive to build a comprehensive semiconductor power;accelerate the dual transformation of the economy, and promote the realization of digitalization and greening. With the further deepening and expansion of the strategic competition between China and the United States, the governance and restructuring of the global industrial chain and supply chain are becoming more and more prominent, and adapting to this situation and striving to participate in the restructuring of the global supply chain has become an inevitable choice for ROK.
