Abstract:The Japanese government has long pursued a supply-side policy in favor of producers,and relevant measures played different roles in different stages of Japan’s post-war economic development. After Abe Shinzo came to power for the second time,he intensively introduced supply-side reform measures to improve total factor productivity. The theme and policy points of this period are different from previous supply-side reforms in history,which is a new period of supply-side reform in Japan. In terms of concept,Japan’s supply-side reform in the new era is no longer superstitious about neo-liberalism,no longer blindly denying the traditional Japanese style operation,and no longer believing in the idea that the government does not intervene in the economy. Instead,it focuses on the reform of the field of production factors to improve Japan’s total factor productivity. In terms of content,it mainly includes four aspects:labor factor reform,technology factor reform,system factor reform,and promoting enterprise internationalization. In the new era,Japan’s supply-side reform pays more attention to technological innovation to conform to the development trend,institutional innovation to gather consensus on development,and public resources to reduce social costs. This is a positive response of the Japanese government to internal and external pressures. However,due to the persistent structural contradictions and the lack of coordination between the reform measures and the short-term demand expansion policy,the policy effect is greatly reduced.
