Abstract:Over the past year, the impact of COVID-19 on the economy has weakened, and the global economy has accelerated its recovery. The Russian-Ukrainian conflict has become a core issue in energy politics and has impacted the recovery process. The global energy system faces its most serious challenge in nearly 50 years. Oil and gas prices fluctuated sharply, and the global nuclear power industry recovered. The EU quickly decided to decouple from Russian energy and set a timetable. Russia responded with a series of measures. Most Asian countries took a pragmatic attitude to support or strengthen energy cooperation with Russia, and continue to purchase Russian oil and gas. The use of “energy weapons” extended to Africa, and “two parallel governments” emerged in Libya. U.S. and European sanctions against Russia exacerbated Europe’s oil and gas shortages, indicating that the United States has no intention to “Roll with The Punches” with the EU. U.S. sanctions were the main external reason for Venezuela’s oil production cuts. For this reason,Venezuela strengthened energy cooperation with Russia,Iran,China and other countries. The world is entering into an era of civilization-based competition, and the Protestant-Catholic civilization circle countries are keen to build an exclusive “New Western Country Club” to safeguard their own civilization circle interests. The energy field will be a major area of their strength. The Russian-Ukrainian conflict has the color of civilization-based competition.
