21世纪海上丝绸之路建设背景下推进蓝色伙伴关系的新思路

Abstract:Nowadays，there are many disputes in the marine field，and the international community expects a new order of global ocean governance that is more fair，inclusive and reasonable. Co-constructing the 21st Century Maritime Silk Road is a new road that China participates in global governance under the new situation of changing global political and economic patterns. The “Blue Partnership” proposed by China provides new ideas for the development of ocean governance order and pattern，and it is China’s “Chinese plan” to cope with the reform of global ocean governance system under the new situation. Moreover，it is an important part of China’s all-round diplomatic layout and can build a platform of mutual assistance and cooperation for all parties to participate and all countries to develop together. Taking the construction of the 21st Century Maritime Silk Road as the breakthrough point，this report analyzes the significance，development history and latest trends of the construction of the Blue Partnership，and combining the internal logical connection between the Belt and Road Initiative and the Blue Partnership，it focuses on the new mode of China and the relevant countries to build the Blue Partnership since the launch of the Blue Partnership Initiative，and how to further promote the 21st Century Maritime Silk Road by building the Blue Partnership.
