Abstract:India’s Modi government has always cast India as a leading power on the global stage. In order to realize the transformation from a balancing power to a leading power in the context of the Indo-Pacific Strategy promoted by the United States，the Modi government has stepped up strategic coordination with the United States and further elaborated the Indo-Pacific Oceans Initiative. On the path of strategic implementation，the Modi government has further been deepening the policy of Neighborhood First，stepping up the policy of extended neighborhood，and promoting the establishment of a pattern of India’s major power relations featuring multi-alliance. On the whole，the Modi government has both advantages and disadvantages in promoting the IPOI，which faces many challenges in future.
