Abstract:Since the September 11 attacks，the U.S. policy in Afghanistan has undergone a process of continuous adaptation，which is closely related to the political changes and public opinion within the United States，as well as to the sources of terrorist threats it faces and the changes in the focus of its security strategies. The current withdrawal of U.S. troops from Afghanistan will not only stimulate transnational “jihadist” movements in Afghanistan and other parts of the world，but will also bring great uncertainty and instability to the future situation in Afghanistan，thus increasing the risk of the resurgence of transnational jihadist forces and terrorist organizations.
