文章摘要：欧盟对上合组织的态度是多种原因综合作用的产物，其背后隐藏着特定的时代背景与深层次的原因。受到美国与上合组织关系、价值观差异以及自身中亚战略等因素的影响，欧盟最初以一种相对谨慎的态度看待上合组织及其发展前景。但随着上合组织的迅速发展、欧盟中亚战略的遇阻与中亚政治形势的变化，欧盟开始反思和调整自身的中亚战略，其对上合组织的态度也逐渐转变。

However，with the rapid development of the SCO，the obstacles to the EU’s Central Asia strategy and the change of the political situation in Central Asia，the EU began to rethink and adjust its own Strategy for Central Asia，and its attitude towards the SCO has gradually changed.
