文章摘要:自2013年“一带一路”倡议提出以来,南亚地区在“一带一路”倡议中占据日益重要的地位。重大项目纷纷落地,已经在一定程度上改善了巴基斯坦等国的能源供给和交通状况。“一带一路”建设在南亚的进展总体上呈现三种模式:一是巴基斯坦模式。中巴两国全方位合作,相关项目虽偶遇干扰,但总体进展顺利。二是斯里兰卡模式。斯里兰卡同时与中国和印度合作,虽然存在多种干扰因素,但总体上可以推进。三是印度模式。印度公开反对“一带一路”倡议,中印两国间的经贸合作在2020年因疫情和中印关系恶化而受挫折,但中印经贸关系总体上仍然在发展,并且潜力巨大。“一带一路”建设在南亚地区的进展面临着国际政治风险、南亚国家内部政治风险、重大项目运营风险等。综合考虑中国与南亚之间的历史联系、人文纽带、地理邻近和经济发展阶段互补等因素,“一带一路”建设在南亚有很大的合作空间和潜力。目前,以能源和交通设施建设为核心的第一阶段已经大致完成,以产业合作为核心的第二阶段正在展开。为更好地在南亚推进“一带一路”建设,中国需要明确“一带一路”倡议在南亚地区的内涵和意图,推动项目主体多元化,项目内容多元化,项目实施方式多边化。最终,把中国提出的“一带

Abstract:Since the launch of the Belt and Road Initiatives in 2013,South Asia region has played an important role. Lots of large projects have been implemented,which improved the energy supply and transportation of countries like Pakistan to a certain extent. However,the development of the Belt and Road Initiative in South Asia is unbalanced,with three patterns in general:The First is the Pakistan model. China and Pakistan are cooperating on all fronts,and the progress of related projects is generally smooth despite occasional fluctuations. The second is the Sri Lanka model. Sri Lanka cooperates with both China and India,and the Belt and Road Initiative can still be promoted in general,although it often faces ups and downs. The third is the India model. While India is publicly opposed to the Belt and Road Initiative,economic and trade cooperation between India and China is still in the process and has great potentials,although it suffered setbacks in 2020 due to the epidemic and the deterioration of Sino-Indian relations. The development of the Belt and Road Initiative in South Asia also faces international political risks,domestic political risks,and operational risks. Considering the historical connections,cultural ties,geographical proximity and complementary economic development stages between China and South Asia,the Belt and Road Initiative has a lot of space and potential in South Asia. At present,the first phase focusing on the construction of energy and transportation facilities has been largely completed. The second phase emphasizing industrial cooperation is underway. To better promote the Belt and Road Initiative in South Asia region,China needs to clarify the connotations and intentions of the Belt and Road Initiative in South Asia region,promote diversification of project subjects and project contents,and multilateralization of project implementation. Ultimately,the BRI proposed by China will become an economic link and cooperation platform shared by China with South Asian countries,as well as with the rest of the world.
