Abstract:Russia’s attitude to “the Belt and Road” initiative has undergone fundamental change in three phases in the last two years：first by doubts and apprehensions triggered opposition，gradual transition to voice criticism is fading，and finally it is seeking strategic docking. In 2014 Russia pledged to become an important player in this strategy-building process，after by “B&R” in-depth research，Russian experts believe that the infrastructure is poor along the countries in the line of “B&R”，the countries’ political and economic development is unbalance，and Japan，frequent friction between India and China and so on Chinese leadership issues is an important issue. With the proposed and implemented of Russia’s “Eurasian Economic Union”，Russia and China emerging sound “B&R” docking initiative that vigorously promote cooperation projects by the Chinese capital participation. “Eurasian Economic Union” docking “Silk Road Economic Belt” able to attract substantial additional resources to ensure the exchange of tissue integration process between Europe and Asia Pacific，and Russia as a Eurasian country improve transit transport potential.
