核恐怖主义风险来源与遏制机制研究

Abstract:Terrorist activities and the proliferation of weapons of mass destruction such as nuclear weapons are both serious challenges for the international community，and the nuclear terrorism，which is the combination of these two has particularly become a major problem. In recent years，international terrorist activities have been increasingly rampant. Thus further exacerbating the risks of international nuclear terrorist activities combined with the hidden dangers to nuclear security. Based on this，this paper will focus on the study of nuclear terrorism. The paper argues that there are three major manifestations of nuclear terrorism：terrorists steal nuclear weapons，terrorists illegally obtain radioactive materials such as fissile materials，and terrorists launch attacks on nuclear facilities. The harm of nuclear terrorism mainly comes from the mass destruction capability of nuclear explosion，and the risk of nuclear terrorism mainly comes from the loss or theft of nuclear weapons，the illegal acquisition of fissile materials or other radioactive materials，and the loopholes in security measures to nuclear facilities. In addition，the paper also elaborated on the development of international mechanisms on the containment of nuclear terrorism，and proposed policy recommendations on the prevention of nuclear terrorism.
