Abstract:From the Obama administration to the Trump administration，and from the Trump administration to the Biden administration，American climate policy has transformed. Trump reversed Obama’s active climate policy，and Biden’s climate change policy show a completely different foreign policy preference from Trump’s. The changes in the American climate policy have had an important impact on the development of the U.S. political situation，Sino-U.S. relations and global governance. In the long run，the American climate policy changes cyclically. Facing the new situation after Biden came to power，China should fully understand the fundamental role of climate issues in restoring strategic mutual trust between China and the U.S.，and properly respond to the “cyclicality” and “variability” of the U.S. climate policy. China ought to jointly build a green economy partnership with the U.S.，propose new cooperation standards and key areas for green economy and technology，and attach importance to specific cooperation in new areas such as adaptability，low-carbon technology，and carbon neutrality. China should also give play to the strategic guiding role of head-of-state diplomacy and summit diplomacy in Sino-U.S. climate cooperation.
