Abstract:The Growth in the Americas Initiative is a comprehensive strategy for Latin America proposed by the United States for the first time after The Enterprise for the Americas Initiative in 1990，which uses the “whole-of-government” model to promote the participation of the U.S. private sector in all areas of infrastructure in Latin America. The “Growth in the Americas” initiative is the embodiment of the U.S. strategic adjustment in its “backyard” and the return of the “Monroe Doctrine”，as well as the LAC composition of the U.S. global and regional strategic deployment. The United States uses the “whole-of-government” model to leverage resources of all parties and deeply combines with regional organizations such as the Inter-American Development Bank to make up for its lack of strategic resources. The “Growth in the Americas” initiative is intended to counter China’s “The Belt and Road” Initiative and counterbalance it’s economic influence in Latin America and the Caribbean.
