2020年中国领事保护实践

Abstract:In 2020，the outbreak of COVID-19，making the demand for assistance of overseas Chinese citizens more urgent，has brought severe challenges to consular protection. The practice of China’s consular protection can be divided into two parts：dealing with the life safety threats and health risks caused by the pandemic，and helping to solve other relevant problems，such as identity legitimacy，abuse and discrimination. With the cooperation of the Ministry of Education and other government departments and the support of overseas Chinese associations，students and Chinese enterprises，the Ministry of Foreign Affairs and Chinese embassies and consulates have taken various protection measures. China’s consular protection during this period fully demonstrated the guiding concept of “people-centered” and the organizational characteristics of “government led and non-governmental forces actively participating”. Looking forward to the future，although the situation is not optimistic，based on the practice of consular protection in 2020，we have reasons to believe that under the guidance of the concept of “people-centered”，with the active cooperation of relevant government departments and the strong support of non-governmental forces，the Ministry of foreign affairs and Chinese embassies and consulates abroad can cope with the challenges.
