欧盟“地平线2020”中期评估及前景展望

Abstract:The“Horizon 2020”plan is a major policy tool for the EU to promote innovation and economic growth. Excellent science，industrial leadership and social challenges are the three strategic priorities. In June 2017，the European Commission released“Horizon 2020 Mid-Term Evaluation Report” and systematically evaluated the implementation of the plan from 2014 to 2016. The report affirms the role played by“Horizon 2020”in integrating the European R ＆ D framework and scientific and technological resources. With five innovation performance evaluation criteria，the Report analyzed the main problems，financing model and the various innovative tools and actions of the“Horizon 2020”，focusing on the evaluation of the achievements and problems in the three strategic priority areas. “Horizon 2020”is held to be a very attractive and well performing R ＆ D program，whose innovation effects，R ＆ D results and social impacts have been released and contributed to the creation of jobs，economic growth and scientific achievements in Europe. However，some of the uncertain factors，such as Brexit，the anti-integration attitudes of the European extreme right-wing parties and the EU's fiscal austerity policy，are all likely to adversely affect the future prospects of“Horizon 2020”. In the long term，it will also affect the formulation and strategic orientation of the next R ＆ D framework plan（FP9）.
