Abstract:In 2020，the core issue of Russia’s internal affairs is the constitutional amendment. The Putin’s administration has made planning ahead of time and ensured the smooth implementation of the constitutional amendment. This constitutional amendment has had a profound impact on Russia’s political power system. It is a summary of Putin’s ruling experience in the past 20 years and a theorization and institutionalization of Putin’s effective governance measures in the form of legal language，marking Russia’s constitution transforming from the era of Yeltsin to the era of Putin. The history of Russia’s constitutional development is consistent with the process of Russia’s transition and development since the disintegration of the Soviet Union，which embodies the characteristics of the transformation from Westernization to Russification. The Covid-19 epidemic is a stimulating factor for Russia’s politics and its political clustering effect is obvious. Despite many challenges in local elections，Putin’s actions are highly targeted and effective. His ruling status remains stable and Russia’s overall situation maintains good development.
