Abstract:With the competition for cybersecurity resources and political game for discourse right among major countries intensifies,the claim and practice of sovereignty in cyberspace have gradually attracted the attention of policy makers and researchers. According to the principle of “Fictitious Territory” in the sovereignty theory,the network virtual space formed by the network infrastructure attached to the territory of a country still belongs to the territory of sovereignty. The sovereign state has the supreme right to the information and communication facilities,the information and communication behavior and the information and communication resources within the sovereign territory—cyberspace sovereignty. At present,due to the immature theory of cyberspace sovereignty and the influence of the unequal distribution of global network resources and power,the practice of cyberspace sovereignty around the world is faced with some practical problems and risks. In order to promote the establishment of a new international network governance order with the principle of cyberspace sovereignty as its important content,China needs to speed up the promotion and recognition of cyberspace sovereignty concept,strengthen the response to risks in cyberspace,improve the network legal system,promote the prosperity of the digital economy,and enhance the ability to safeguard cybersecurity,so as to lay the foundation for promoting network sovereignty to become a global consensus.
