Abstract:Digital development cannot be separated from digital governance. Behind the digital governance is the science and technology，the rules of the straggle，and also the dominance. Based on an in-depth analysis of the global digital governance model and main characteristics in the context of the game between major powers，and a study of the main differences in the positions of various countries on the digital governance issues，this report focuses on the key areas and future trends of the global digital game，as well as the all-around challenges that the rule-based game has brought to China’s digital governance. Meanwhile，the report also puts forward the overall thinking，development direction and guiding principles of China’s digital governance，as well as the path and policy suggestions for accelerating the opening up of the digital field and actively participating in global bilateral and multilateral global digital governance and economic and trade negotiations.
