Abstract:Based on the research methods of the Silk Road node cities analysis(2020),this report aims at the prevention and treatment of the COVID-19. Beneath the policy communication index,a new three-level indicator reflecting the city’s public health capabilities is set up to evaluate the node cities emergency response capabilities for abnormal public health events. According to the availability of data,our report contains 138 countries and 350 cities. Through constructing an evaluation index system including partnership,regional influence,growth leadership,and “five links”,we have selected 30 important node cities,mainly distributed in Eastern and Western Europe;18 secondary node cities,mainly distributed in Eastern Europe;28 general node cities,mainly distributed in Eurasia. These three types of node cities are important carriers for leading the high-quality development of the “Belt and Road” initiative. In addition,the report identified 91 potential node cities mainly in East Asia,Southeast Asia and West Asia. The report summarizes various types of cities that have performed well in the “five links” index to meet different types of investment needs. A comparative analysis with last year shows that there are still obvious differences in the function of the nodes in different regions,but the functional level of the nodes in Southeast Asia,South Africa,Australia and New Zealand has improved significantly. We suggest that in addition to strengthening normalized cooperation with Eastern Europe,Western Europe,and East Asia,the focus should be on building connectivity in Africa,developing financial connectivity in the Americas and Oceania,and paying attention to Southeast Asia’s role in the 21st Century Maritime Silk Road,i.e.,the construction of economic,financial,trade,shipping and technological innovation centers.
