Abstract:The Madrid Climate Conference in 2019 failed to meet previous expectations,bringing forth challenges to the process of global climate governance. Affected by the outbreak of the COVID-19,the meetings of the subsidiary bodies of the United Nations Framework Convention on Climate Change (UNFCCC) and the Glasgow Climate Conference,which were scheduled to be held in 2020,were postponed to 2021,further increasing the uncertainty. In 2020,the task at the center of global climate governance will change from completing the negotiation on the implementation rules of the Paris Agreement and promoting all parties to implement their obligations under the international climate change treaty,to maintaining the importance of climate change in the context of global response to COVID-19 and post-epidemic economic recovery,as well as putting a spin on Glasgow Conference in 2021. At present,the international public opinion emphasizes more on future goals rather than the gap between existing commitment implementation and resources required. Meanwhile,difficult negotiation issues such as the carbon market rules of the Paris Agreement are also faced by Glasgow Climate Conference. As the Presidency,the UK must properly deal with many complex issues,such as negotiation and implementation,treaty rules and action initiatives,future goals and existing progress,action and related support. Glasgow Conference will achieve success only if it is equipped with a comprehensive and correct “strength view”,a balance of concerns of all parties,and full demonstration of creativity and reputation as the first post-2020 climate conference.
